You need to harvest about 60 salvaged frigate modules to be able to go to blue systems and with the current screwed up update that could take an eternity. I've been going to space station after space station to check the mission board, mostly nanites & units. Very rarely are the rewards salvaged frigate modules. Same with pirate station missions.
